How should HR manger control the pressure and influence by managers that they apply in getting the personnel additions ?

The line managers be it from - Production, Finance, Marketing come up with requests for additions to the team and put pressure on HR to hire new employees.

The hiring generally happens for 2 reasons

- New job creation
- Replacement for the employee who quit the organization.

In the first case the general industrial practice is that the user departments raise a Manpower Requisition Form which is in line with the Organizatin Chart for the respective departments.  These MPR are approved by the Management - by the Managing Director of the company after understanding the genuine need of having additional manpower

In the second case it is easy for HR since it is bringing in new employee in the place of the old position falling vacant due to separation.
