Experience
I was a human rights worker for four years in the Middle East, including Palestine, Israel, and Iraq. I also participated in a human rights delegation to Afghanistan in summer 2005. I have an MA in Christian-Muslim relations, with special study on women's issues; I also worked one year for an Arab women's grassroots human rights organization. I am currently working to build an interfaith peace-teams based human rights organization

Human Rights - Attachment of earnings

Question
What is the balance between attaching one's earnings and letting him earn enough, so he can manage a descent life? What human right assures this balance?

Answer
Greetings Matan, and thenks for your question.  An attachment of earnings is a British term, similar to garnishment of one's wages in the U.S.  Here is a website that explains the attachment process in the UK:

The International Declaration of Human Rights states that all people have the right to food, medical care, and shelter.  There is also the principle of the living wage, which means that people should be able to earn enough for their labor to provide food, medical care, and shelter for themselves and their families.

So, your question can be a bit complex:  if an attachment is made to your regular wages, it shouldn't create circumstances that you can't afford to rent a home, purchase food, or cover your medical expenses. However, if your debt is great enough, you may need to rent a less expensive home, trade in your car, etc.  You have to be able to live; but you may not be able to live at the economic comfort level you'd like.  This may be especially true if the attachment to your wages is for child or spouse support.
