Expertise
I can answer questions about human rights work as a vocation, human rights as they pertain to the Middle East and/or Muslim world, particularly Palestine/Israel, Iraq, and Afghanistan. While in Iraq, I helped to investigate prisoner abuses, including those at Abu Ghraib. I can also answer questions on women's rights in the Middle East. I cannot give you legal advice.

Experience
I was a human rights worker for four years in the Middle East, including Palestine, Israel, and Iraq. I also participated in a human rights delegation to Afghanistan in summer 2005. I have an MA in Christian-Muslim relations, with special study on women's issues; I also worked one year for an Arab women's grassroots human rights organization. I am currently working to build an interfaith peace-teams based human rights organization

Question
Hi,
I am doing law from inida. i would like to know about Incitement to Genocide. Can a speech made in a radio be considered as Incitement to Genocide?

Thank you for your offering your help.

Das

Answer
Greetings Das, and thanks for your question.  Yes, it appears that charges of 'incitement to genocide' have been made in cases of speeches made on the radio.  Convicting, however, has been more difficult.  Rwanda is one of the more prominent cases lately.

I'm going to refer you to a Google search, typing 'incitement to genocide' in the search field.  Several good websites and articles are catalogued for you there, since I know law students usually need to go through specific case documents.

One particularly helpful description I found was a report on the Genocide Convention documents and their efficacy, done by the United States Institute of Peace.  Incitement appears further down in the document.

Hope this helps, good luck on your research!
