That is pretty easy. Go online and do a search for the state game commission for the state you are interested in.
They will have the process you need to go through listed.
In some states depending on the game and/or the demand, there might be a lottery for out of state permits and some instate hunts. Usually a non refundable fee applies to lottery participation. Residents get first dibs on the resident game and they might only allow a finite number of out of state hunters for certain game.
I remember back in the 1980's Montana and Wymoming were begging hunters from out of state to come hunt antelope because record warm winters had allowed the herds to expand to record numbers and they were becoming a pest. You'd see them standing in fields along the interstate grazing in the irrigated fields eating the emerging crop shoots. I also personally saw more than a few dead with their horns hung up in fences in remote areas.
Anyway, you should be able to get all the information you need, and even apply online. You might also look into a guided hunt. I checked Colorado, and neither mule deer or elk are available over the counter, but by lottery. Only leftover permits from last year, are available and they have restrictions. See:

Guided hunts are a good thing in these states as they can help you obtain what you need.
Just getting a license is pretty easy.
