I have a 2000 Hyundai Accent, and the fuel filter is under the rear seat, under the black rubber seal, you just break the black sticky seal and lift there was my filter and access to the fuel pump.  I would think yours in the same location.  I also have the acceleration issue of the car "bogging" out AutoZone gave me a code of PO1128 but can not find reference to it.

Don't know if this helps but the fuel filter in the 2002 Hyundai Accent is under the rear seat. Lift up the seat and remove the panel in the middle. It should be there. But then again maybe the Accent is different from the Sonata.

Not true, if you push on the gas and the car just keeps cruising at same speed, it COULD be the fuel filter, as that happened to me.  Everytime I went to pass somebody (going about 60), and step on the gas, it wouldn't accelerate.  Changed the fuel filter and walla, instant passing speed...
