Question
hello,
i don't know is this voip or not.
but i have a network between 4 laptops with wireless connection, with no internet
i want a solution so that i can voice chat with other computers on the network,,, each computer talks to the other and listen the others.. is this possible?

Answer
You can use Netmeeting to do this. It is usually installed on all Windows PCs as part of the OS. If you cant find it, press START->run and type in cmd and press OK. A screen will walk you through the setup.

Once running, you can simply type in the other users IP-Address and start voice/video or desktop sharing with them, without any access to the internet whatsoever.
