Answer
Swati,
1.) When is the latest I should apply for this conversion.  Your employer should apply on April 1, 2009 for a start date of October 1, 2009.
2.) Will I need a consultancy to do this or how shall I proceed.  You need an employer whether it be consultancy or other.
3.)Will it go through normal H1 quota or has a separate quota.  Regular quota.
4.)Will it also have a lottery system.  Yes. As of now, I do not know what the next year rules and numbers will be.
5.)When will I know that H1 is approved.  You would need to check with employer and they will keep you posted.
6.)When can I leave my present employer.  I cannot answer this question as I do not know enough facts about you.
Good Luck,
