I was reading this document from CIC at http://www.cic.gc.ca/english/resources/manuals/fw/fw01-eng.pdf
on page 116 there is a paragraph containing the following words
'below contains an exhaustive list of professionals and cannot be interpreted'.
In this context, what does 'exhaustive list' and 'cannot be interpreted' mean?

Actually, there are numerous programs under which a foreign national can enter Canada in regards to work. e.g.: The Temporary Foreign Worker Program (TFWP) allows Canadian employers to hire foreign nationals to fill temporary labour and skill shortages when qualified Canadian citizens or permanent residents are not available and they have to follow a process within Canada in order to get Service Canada confirmation and then a foreign worker apply for a work permit.
As per Appendix K-03.IV.1, which refers to identified list of occupations other then TFWP stream, where a business visitor is not permitted to enter the local Canadian labour market and the primary source of remuneration and the person's principal place of business must remain outside of Canada. In other words, the an applicant must be entering Canada on behalf of a business enterprise located out side Canada and the types of activities usually carried out by business visitors are not always interpreted as per Canadian guidelines (NOC).
