ANSWER: I need to know under which section of immigration act, CIDA imposed conditions. Though the Québec and Canadian governments share jurisdiction with respect to immigration but if a candidate meet selection & admission requirements then I don't see any problem. I will wait for your response.

QUESTION: Dear Sir,

Thank you for your prompt reply. You will find the information contained in an e-book of which the title is "Management of Students and Trainees in Canada". This e-book can be found at http://www.acdi-cida.gc.ca/INET/IMAGES.NSF/vLUImages/Contracting/$file/Trainees_.

In a Quebec guide on the Program of Quebec Experience at http://www2.publicationsduquebec.gouv.qc.ca/dynamicSearch/telecharge.php?type=7&, at Art. 2.2.1, it is stated that a candidate cannot apply to this program if he had a scholarship that forced him to go back to his home country upon finishing his studies. However, I apply for a Quebec's Selection Certificate under the Permanent Worker program.

At http://www.cic.gc.ca/english/helpcentre/answer.asp?q=377&t=6, a person cannot apply for permanent residence under the Canadian Experience Class if he studied in Canada under an award from the Canadian International Development Agency (CIDA).

There is a difference between Federal PR Programs and Provincial Nominee Program. Provincial government won't nominate an applicant, if he or she doesn't meet the criteria. Since I don't have expertise in regards to Quebec Immigration Program, I suggest you to contact a Quebec immigration lawyer. Wonder, if you are being nominated by the Province! Is that's the case, I don't see any complications towards immigration to Canada.
