Immigration Issues/GCMS Note: GAP IN PERSONAL HISTORY

My son (in Karachi) is being sponsored by her wife in Canada. The process going on from last 18 months. The sponsorship approved at Mississauga office in Nov 2011 thereafter application shifted to Islamabad in Jan 2012 and later shifted to Ottawa Pilot in april 2012. Just yesterday we received GCMS notes which says that nothing has started on application. Now that's fine because time period for Pakistan is 22 months, but things that worries us is single note at the end which reads:
Office: CPC Mississauga
Text:Screening can not be initiated because there is gap in the personal history.
What does this note means. This note is written by Officer at Mississauga who is responsible to screen Sponsor why he has commented about applicant. Now Should he send again his personal history which is Q#8 form IMM5669 in minute detail day to day or should he wait for the officer to open the file and ask himself and then we reply him? Thanks

Due to recent re-configuration of numerous immigration offices in Canada, some of the officer(s) are now looking some part of the Principal Applicant file and post their comments.
I suggest waiting till the officer asks the applicant to provide more information then comply with it. Because if you do anything "voluntarily" and send the information then question arises why didn't you disclose such information when submitted the application.
Other option is to ask the Sponsor to contact the local MP and ask for an update on her file, which may initiate officer to write for more information, if any.
