Hello,

I have a friend whose passport is expired and to whom the green card has not yet been issued to him due to misconduct of USCIS. He has a family emergency in Thailand. He was told by a travel agent that he needs to renew his passport before he can enter Thailand. Is this true?

I was also told that immigration officials will accept to stamp his passport for or give him a temporary green card. Does the temporary green card or stamp substitute a valid passport? Will the Thailand embassy give him a visa?

I do not know the laws of Thailand. If his case is not approved yet Immigration will not stamp his passport. They also will not stamp an expired passport. He neds proof ofhis permanent resident status and a passport to travel to Thailand.
