Question
Please, Is it possible for someone on a F1 visa to change status long before the F1 visa expire because   a F4 immigrant petition was successfully filed for him about 9 years ago? Or does he have to wait until the F1 visa is about to expire before applying for a change of status?

Hi,

Yes, you can adjust status from F-1 to permanent resident anytime a visa becomes available for the F4 category. According to the January visa chart issued by the Department of State, the priority date for the 4th family preference category is June 15, 1994. Therefore, if the F4 petition was filed on or before June 15, 1994, you can adjust status without any problems.
