I have a friend who is a US citizen. His income is $16,000.00 a year. He wonders whether he should get married to his girlfriend and sponsor her to US as a spouse or file a petition on her behalf as a fiancée. Does his income allow him to petition for a spouse or a fiancée?

The minimum income for a family of 2 is $16500. Whether he applies for a fiancee visa or an immigrant visa, they will probably want a co-sponsor (a citizen or green card holder who supplies their tax and job letter - they must make enough for their household plus your friend's fiancee).
