Question
I have been given until Sept 15th to stay at work.
My husband is on an H1B as well an he can petition me.

What is the processing time for switching from an H1B to an H4?
What happens if I get a job while my H4 is being processed?
What should I do if this happens? Can I cancel that process and
transfer my H1B to the new company?

Answer -
If you were laid off, your H1b is no longer valid as it a visa that
was petitioned for by a specific employer.  Regarding the H4,
who is petitioning for you?  You cannot petition for yourself.

Answer
Unless you have a visa that SPECIFICALLY authorizes you to work, you cannot.  H4 does not qualify. You cannot be actively "looking for a job".  If you have a valid HlB you can only work for the company that petitioned for you.
Keep in mind, you are a non-immigrant and have restrictions on the purpose of your temporary status in the US.  
As far as the processing time, the H4 will require an amendment to your husbands H1 which can take several months.
