I have L1, i want to take L2 for my wife. She is working and her company will also apply for her L1. Is it legal to hold two valid visas

Jegadish,
You are confusing between status and visas. Visas are only for entry into the US. So you cannot hold two visas at a time and in your case the L-1 application would involve a change of status from L-2 to L-1.
