Hello,

I have a friend whose family is petitioned by a US citizen. However, the principal beneficiary does not want to leave his country anymore. Can derivative members go to the US without the principal beneficiary?

Answer
If the principal is not processed for the visa, the derivatives can not be approved for a visa. The principal can process the visa and come to the U.S. for a short time and then go back and give up the green card and the derivatives will be able to keep theirs.
