What happen if  after the I-485 Interview INS finds out that a sponsor/petitioner has no citizenship. and why would someone appears infront a judge for citizenship. and if he/she appears infront a judge how long does it take for the actual citizenship be in his/her possession

Answer
You do not go before a judge for Citizenship. It is the same type of officer/interview as for Green Card. What type of documents did petitioner give for proof of citizenship or green card when I-485 was filed? If they claimed U.S. citiznehip by fraud they can be sent to Immigration Judge for removal hearing.
