Hi, I have a friend from India who came over to the states on a P-3 visa performing cultural events.    He overstayed his visa for two weeks and then returned to India.    He re-applied for another P-3 visa but was denied for his overstay.      Is there any way he can re-apply and get a visa?    thank you

Since he overstayed less than 180 days, there is nothing that statutorily bars him from getting a visa. However, the Embassy has a lot of discretion to deny him. They just have to feel that he is coming to overstay again and claim that he does not have enough ties tohis country, Furthermore, the Embassies in India are not easy. You might want to try and get a politician involved in the case to write aletter to them.
