Answer I do not know of a way to combine all those metrics to one overall metric/performance indicator. Only to utilize each individual indicator by a common system - ie percentage improved and then to combine that number. Measuring performance in HSE has always been a challenge. The factors such as type of facility, performance consequences, etc have a lot to do as far as what you are measuring and how important it is to watch. For example, if you do Ni/Cr Plating you would want to closely monitor those parameters in your discharge pending what the ppm limits are by the WWT Facility. What your numbers are often pends what their limits are and how many other plants are contributing to their limits. So I cannot tell you if that is a key performance indicator for you or if you should be watching Ph levels instead (for example).
So look at Waste Reduction - the KPI you would need must be developed the same way and should tie into the goals/mission of your facility also. There are so many variables - we used to brainstorm with management to develop feasible indicators that would reflect our main objectives and concerns. Numbers that would not take forever to collect and yet would also satisfy management. There were also times when specific indicators were used just to track project progress.
SOrry I could not be of more help, this is a very indepth issue that is VERy facility/area/industry specific. PS for resource conservation we would just use gallons/KW used per hour/month as a guide. Blessings, Kim
