QUESTION: dear friend, i live in venezuela and i need to know if there is any universal manual, or guidelines or principles or anything that helps when hse in concerned any contry you go....I mean hse principles or requirements universally accepted.

ANSWER: Hi, thanks for the question, every country has its own laws and regulations regarding H&S, however in Europe most are generic under the CE rules and European regulations, in Venezuela I would imagine it will be controlled by the government of your country of which I know nothing about.

Try searching for a website in your country there should be some websites which will dedicated to H&S in your country.

H&S principles are universal however, the principles are all the same no matter which industry you are in, our country is governed by the Health & Safety Executive (www.hse.gov.uk) who have a lot of information which may help you.

I have been trained and qualified to NEBOSH standard which is the standard for H&S training in the UK, maybe there is something similar in your country, sorry I can't help you further, I hope this helps.

QUESTION: please could you tell me please what is important in an electrical inspection?
here in caracas firemen just inspect that all electric panel have mettaliic plate and all wires into metallic tubes  as well. Is there anythiing else to look for?

Hi this is really out of my expertise, as I am not an electrician, the inspection however must be carried out by a competent person, ie he must be qualified to the necessary level and have the relevant authority and experience to carry out the inspection to the current regulations relating to the equipment being checked and then issue a safety certificate.

Some things that you may check visually are that all cables are clear from damage, that there are no bare wires showing, control boxes are locked and labelled as "live" together with the current voltage levels, check also that any persons cannot inadvertently gain access to live parts, either intentionally or by accident. Regulations do vary from country to country, but these are the basics.

Ask to see if there is certificate issued with the inspection and that the inspector is qualified to do it.
