AH Buddy,
A design engineer is someone to basically just does global designs, anything anybody comes up with, hand it to the design engineer and simply design something out of nothing.  The design engineer just simply puts design engineering practices to an idea.
I wish I could tell you which design degree would be best in your situation, but I can't.  That is something you're going to have to do on your own, because I don't know which one interest you the most.
But for my heart I want to say to you, that you look like you're searching once again to be a professional student.  A professional student is someone who likes being in school more than they like applying what they've learned in a career or job. ("desires to create & develop" , "I m 24 years old") these are all statements you made and I agree that the position of creating and developing something is probably perfect for you.  One thing I will say, and this is from Mike Smith's experience rather than my education, is that you need to start working in one of those three fields you talked about.  If you don't like the first field move on to the second if you don't like that move on to the third ect.  I am a little worried that you're going to spend so much time in school without applying anything to practical applications, that you're going to run out of time pursuing your career.  Even if you don't just work a little bit in each discipline and find out if it's for you, you'll be a long way ahead by your practical experience.
Personal note; you are doing the exact same thing I did, and I ran out of time.  I work myself into a position of assistant director in the university, that position was almost the top of the food chain and I seriously regret not pursuing my educational achievements.  Once I was at the top I was stuck.  I sure hope you don't end up in the same position.  With your education reach out and gain some practical experience in each one of the fields you've listed, and choose the one that makes you happy.  Once you are organized and you know were you want to go, don't let anyone stop you.  I wish I could give you more advice but you are to the point where you have to make a decision.  I recommend you make it very soon, and get busy with your career.

I hope you dont annoy for my question but I  think you misunderstood something , I really tried to work as IE engineer but that difficult beacause I have to had a bachelor degree @ least to work in entry level position , I told you before that I had a bachelor degree in electronics & communication not IE you also dont know that I realy work on this field practically but I hate myseld & days from this points I assured that electronics is bad paced career had been taken , not only that but also you forget that I live in develpoing country where no industry like USA so for that desgin engineer & also manufacure engineer hasnt place or existance in our country (unfortuntly) of course , moreover recycling not hightlight in our country about it , oneday I tried to plan for doing my own business in recycling but I failed or at least delay i unitl get the suitable money , no hightlight on enviroment department also , so I just thought to collect all my previous interests & talent in one study as postgraduate for master or phd that not to work in job but for inventing I have ideas to invent need the suitable science to functionong , also you have to know that my personlity couldnt endure working as employer as a long time , I may do that for temporary to sum of money to serve another thing or to know some information I need in practical way thats the most two case I work as employer for fianlly you have to know thats my approcah to you manything about my case , I m from people that called independent person ( want to apply what in his mind ) ,

To begin with your not annoying me, I love to talk to people about careers and education.  I may very well have misunderstood what you are telling me, because I'm still having a little bit of trouble with the translation.  You are right I did misunderstand, I thought you said you had a degree in IE, my bad.  Also I know very little about a developing country, I'm not sure what that means or what progress has been made towards the educational endeavors in your country.
I have cut this statement out of your last correspondence because I don't understand it maybe you could clarify it:

If I understand this statement correctly you cannot endure working as an employer?  So maybe you could tell me what your target is, what you want to be doing in say 10 years.  Maybe all simplify this, if you were to live in the perfect world, what would it look like?
