Question dear friend..could be said that the first thing you must do when you want to avoid accidents ans ilness in a workplace anywhere in the world, is to prepare a health and safety program?

I think it could be said that the first thing you need to do is set up a health and safety program. I also believe one of the first things you need to do is to create a mindset for the employees. If you can gain buy-In from the employee’s prior to the safety program coming out you are a long way ahead. Getting every one to be safety conscious is a huge hurdle for any safety person.
I apologize but I don’t see the question in your statement. However I do agree with you 100%.
