The answer to the first half of your first question is very simple; computers are world wide valued as machines that have a life span of 3 years. In the financial books, they are written off over a period of 3 years, so they can be made redundant afterwards.
What do you mean with the second half of that question? What type of methods are you talking about? Disposing? Or measuring?
The second question I don't really understand. Hardware purchasing is mostly based on demand; you need a server, so you buy one. You have X employees in your office, so you need Y computers (desktops, laptops, spares, sometimes 2 for heavy users, etc).
