Question I want to know , whether there is any Report developing tools in Ingres Database . I want any website or any links to download the tools for developing Ingres Reports .

Sorry to be so late. Yes you can use RBF (Report By Form) to make your reports ReportWriter but in a production mode you often need to modify the source file "by hand". In this case RBF can not be use to update the report.
From my memory, and it depend your version, you have a specific documentation about report writer. You do not need to download anything, it is included in the "query and reportorting tools" line (see ingbuild or installation process).
