Answer
Hi Melvin,
To build a roller rink you would need to find someone who could afford to build a rink.  I don't think this would be an easy thing.   But if you have a Park District perhaps they would be willing to let the kids skate in the gym on certain days or nights?  Or if you have a YMCA or a school that has a gym floor, they might be willing to allow skating?

If you were talking about you opening a roller rink, then let me know and I can refer you to a couple of good sources for information.

If I can be of further help, feel free to write me again
