Question I Cannot setup a server using " ( Steam ) Dedicated Server" , I Can connect to is but no one else can connect or see it in the server list. I Am using a "Telefonica" "Kit ADSL"

Every time i try to get people to connect it does not work, This might be something to do with a "External IP Address" i believe but i'm not sure if it has something to do with "Port Forwarding" I Don't have a clue how to do any of this.
I Am connected to the router using
"Realtek RTL8139 Family PCI Fast Ethernet NIC"
Into the back of the router, No i do not use a firewall when trying to setup the server
I Don't know why i cant setup a server. Heres my System Spec.
Windows XP SP2
GeForce 6200 256MB
Random Accesses Memory (RAM): 1.5 GB
Intel Pentium 4 2.80 GHz
My External IP Address Is:
81.37.96.203
I Got that from "http://www.ostrosoft.com/OIT/external_ip.asp"
I Have opened
And i see my IP as
"192.168.1.33:27015"
I Think that is a "LAN" IP that you can only play on your network ! .
Please if you can help me to make my server online.

All this stuff is related to IP. Please check if any firewall is blocking the incoming traffic. If you do not have any external IP. You may try no-ip.com services. They give you always mapping to dynamic ips.
For now you should try this :
instead of 192.168.1.33:27015, try this 81.37.96.203:27015.
Check at the firewall end also. Its not that complicated stuff. It requires little troubleshooting.
