Question
I was wondering would you please tell me:  when you have a look at a web page,
does that mean your downloading?

Answer
Yes. The purpose of a browser application (like Internet Explorer) is to render the web page so you can see it as designed. To do that, the page file needs to first be downloaded to your computer temporarily. The page is then stored in your cache until purged. You can manually purge your cache. But as you fill the cache, older downloaded pages are removed.
