HI,
        Please tell me how can i creat my own webpage or web address without paying anything(free creation)

Answer
There are a number of places that allow you to put up a free web page. But those pages will be something like:

www.geocities.com/yourname

If you want you own domain like www.yourname.com, you will have to purchase rights to the name. A domain name is relatively cheap, like under $20 a year. I like GoDaddy.com as my registrar. If you want to put a page up on that domain, you will need to pay for a host service. They generally start at $5/mth.
