Experience I have over 20 years of practical experience with web-related issues, and some military computer training. I've worked for a computer manufacturer, and own a small technology company specializing in web-design, hosting, and internet media production. I am the webmaster of several sites, and e-newsletter editor for Rotary District 6760 which is comprised of 65 clubs throughout middle Tennessee.
Education/Credentials I'd like to say a diploma from a revered educational facility hangs on my wall, and perhaps someday it will. In reality, everything I know has been self-taught, much of it done so in the hallowed halls of that venerable institution called "The School of Hard Knocks".
Question 1. what are the does and the do not's a person should do about setting up and running a wed site?
2. when searching on the web; how can a person get just a few things really on point; instead of 1,987,532 of them?
(please jive some examples; and does it make a difference about using , "" () etc.)

There are lots of things to consider when contemplating setting up a web site - far too many to mention here.
My answer would be predicated on this question. "Why do you want to start a web site?"
If you're starting a website to share recipes, my answer would be far different than if you wanted to start one for a money-making endeavor.
My initial advice in any case, would be to determine your skill set. Find a free provider of web space and practice setting up a few pages. After a little practice, you'll find out what you need to focus on. Also, you should visit sites related to what you want to do and see if what they're doing looks effective.
Question 2:
Search Engines return results based on your input. If you type "Web Design", you'll likely get a "gazillion" results. Searching for "Web design Murfreesboro TN" your scope of search is sharply focused.
