Do Smartphones have the features of a Speakerphone which allow video / audio conferencing ?.

As a example instead of using a Speakerphone, a Company wants to interview candidate/s using a Smartphone device and do video / audio conferencing call with the potential candidate.

Is this possible with a Smartphone Device ?.

Yes, you can, but this is not native functionality. This is supported via third party apps, some of which may be free, and some of which may not be. Google Hangouts and Skype support it I believe, and there are several others listed in the link below.
