Yes,I do believe that a strong password can be implemented using a combination of Unicode characters, uppercase, lowercase, numbers and special characters ? However is it practical? Hard to say without having more implementation details.
However it is critically important that the chosen Unicode characters for the password are categorized as an alphabetic character but is not uppercase or lowercase. This includes Unicode characters from Asian languages. So you cannot just use any Unicode, so you have to filter out a lot of characters.
Yes, I do you feel this can add more application level security by implementing unicode characters in strong passwords. However you have to consider that not everyone has a non-Latin based keyboard and very few people even know what Unicode is or how to get that special character if they need to type it in.
If you plan on using implementing unicode characters you should make sure to get the entire list of Unicode for every language, then filter this list so that only alphabetic characters are left (again these characters must be not lower or uppercase).
