i have just started with the university this year and i'm  a french speaker. i met a girl in one of my courses and i started talking with her. With the things going along i noticed that she is shyer than me but i'm still not confident because i just move to canada in august. i was in africa. so i do speak english but not well enough to make jokes or such things.  she speaks french but not well enough too. her first language is english. our relation as friends is good but i want to go further.

Well if you want you can just go ahead and ask her out but that might be a bad move if she's shy. The best thing to do is to try and hang out with her in a non school setting and make subtle comments that show you like her, like mention how much you enjoy being with her or how she's cute when she does something. Things like that... and if she responds positively to it then she probably likes you. You can also flirt with her as well but those are the best things to do since she's shy and you don't want to overwhelm her by just asking her out so suddenly.
