Well the best thing to do is to try meeting people in class. You cannot just go up to people and ask to hang out with them. That comes off as weird and even creepy in some societies. So take the time to actually get to know people. Try talking to them in class or something or to people who live near you. Just get to know these people. Once you become acquantinces with these friends, they may be more willing to become friends with you. Good luck with this and remember friends take time! And i wish you the best of luck with this.
