I have no figures on how much pressure a phillipine eagle can exert with it's grip but a harpy eagle can exert 411.8793 Newtons per cm² or 42 kgf cm². Kgf stands for kilogram force.
psi stands for pounds per square inch so an animal with a 700 pound bite will usually mean it exerts 700lbs per square inch it contacts.
It would depend which eagle was more experienced or, if both had equal experience, who struck first as they are very evenly matched as both are similar in weight strength and maneuverability.
A golden eagle would beat any dog breed, primarily because it flies. Though some dogs are quite good jumpers they can only attack in one direction and using only their jaws which makes it very hard for them to attack birds which are agile flyers.
