Question
Dear Jeff,
Let me try this again, my system says power off.  If it unplugged with the battery and fuse in.  I have replaced the battery and fuse left off for 5 mins plugged back in and it still say power off.  I check voltage to the pulg and its fine.  

I've read a couple of place that a solenoid could be bad.  Where and what is this.  Is there anyway to get the thing to turn on?  Ive tried manually on the controller and auto.  But it just stays at power off.  
Any help would be greatly appreciated.

I'm guessing that you dont have the manual for the controller.  Most controllers indicate something like "short" when there is a solenoid problem, but that doesn't rule it out.  However, since you have tried to reset the controller and that failed to work, you may have to replace it.  They do fail occasionally.
