Permission is absolutly needed to marry second wife, please know the quran before answering such question. it also states in the quran that a man cannot marry a second wife for pleasure. only if the first wife cannot bare a child etc. also they have to be kept seperate from eachother. in the old days it was allowed because the ratio of women to men wrre not even there were lot more women bacause  lot of men have died in wars so those widows and orphans needed to be taken care of. our prophet married for this same reason, only one of his wife was a virgin the rest were all widows from wars n such.
