Answer The Musharaf government exists in a different era than the Zia government did and it has to deal with a whole range of different issues which affects his Islamization policy accordingly. Had events just stayed the same for the last 30 years, there would probably have been not much of a difference between Musharaf and Zia. But they haven't. Most notably, Zia didn't have to deal with al Qaeda whereas Musharaf does. Musharaf's alliance with the US since 9/11 has turned him into a traitor in the eyes of many orthodox Muslims in and outside of Pakistan and his loyalty to Islam and Islamization has been put in doubt. As a result, he has suffered several assassination attempts by al Qaeda-inspired groups. Would things be different if Zia were president during 9/11 and until today? I'll be honest with you, I just don't know.
