If the state of Iraq breaks into three separate states (Shia, Sunni, and Kurdish), what responsibilities do these new states acquire?

If Iraq splits into three independent states, each part will very probabely gain every political aspects of modern states nowadays. This includes: military, economic, judiciary, social, etc. Now in the case of such a scenario, this would not prevent a part of Iraq to become part of another country. Shia part going to Iran for example. In that case, such as state would become dependant on another or would only have a status of region instead of state.
