Yes. It's perfectly all right for a Muslim to marry a non-Muslim. But generally speaking, before marrying, the non-Muslim party is required to convert to Islam. This is not an option but a requirement.
That being said, this is not to say that your prospective fiance will require this of you. No two Muslim individuals are the same. He probably comes from a very liberal-minded family who don't follow this line of thinking. What kind of person he is and what kind of family he comes from, only you would have the answer to.
