another thing you really want to be sure of is that your actually cooking the alcohol out of the sauce...an easy way is to just expose the sauce to an open flame like a lighter or a match...try that also use good vodka because your looking for the taste of the base not the alcohol..use vodka you'd sip not shoot. just some ideas

Saute you garlic,shallots,and green onions in oil.Add you vodka and deglaze these ingrediants.Now reduce the vodka until there is almost nothing left.Add you sauce(canned or homemade)and than heavy cream to the color you want.Add parmesian cheese to thicken it up
