This version of the song "Torna a Surriento" is identified as Neapolitan lyrics. I have trouble translating these two lines from the song:
Comme tu a chi tiene a' mente,
Ca scetato 'o faie sunna.
It seems the spelling is unconventional and the meaning of the words is also ambiguous. Can you translate these two lines?

Comme tu a chi tiene a' mente,

Look at the sea how beautiful it is,
it inspires many feelings,
