Hi Rich,

Yes I would say that per quanto is a locuzione avverbiale.

A locuzione avverbiale will always have a function similar to an adverb. They must also always follow a particular format.

That is to say:
Preposition + noun phrase:
Claudio sarà senza dubbio arrivato a scuola in ritardo

Preposition + adverb:
Francesco e Maria abitano a Palermo da sempre;
Non riesco proprio a guardare in giù: soffro di vertigini;

If we look at per quanto, we can see it follows the preposition + adverb format. Therefore, it is a locuzione avverbiale.
