Can you please tell me if I have translated the following sentence correctly:

Il basso livello del fiume era rassicurante.
The low river level was reassuring.

Can you also please tell me if “livello del fiume” is classified as a “complemento di specificazione”.  

Can you also please tell me of the following is true or not:  A “complemento di specificazione” is a “noun plus di plus noun construction”  where the complemento (del fiume) provides additional information about the first noun (livello).

your translation of “Il basso livello del fiume era rassicurante “ is definitely correct.
As for the parsing of this  sentence into grammatical parts, such as subject, verb, etc. please note that:

-Il =definite masculine singular article
-basso =masculine adjective agreeing with the subject “livello”
-livello= subject, masculine noun
-del=articulated preposition related to “fiume”
-fiume = masculine noun. “Complemento di specificazione” composed of “del “ and “ fiume”.
-era =verb, past tense (imperfetto)
-rassicurante =adjective related to “basso livello”

As you can see, “del fiume” is classified as a “complemento di specificazione”,and it is true that  a “complemento di specificazione” is a “noun plus DI plus noun construction”  where the “complemento” (del fiume) provides additional information about the first noun (livello).
