As for reruns, CBS is not showing reruns of JAG any longer since the show was cancelled. Reruns are airing sporadically on USA right now, so you could write to them and ask if/when that episode will air. Right now they are showing Season 1 episodes, so it could be a while. The e-mail address for them is feedback@usanetwork.com. The Hallmark channel is scheduled to begin showing JAG repeats in January, I believe. So you could ask them. There is a "contact us" link at the bottom of the website at
http://www.hallmarkchannel.com It brings up a form you could fill out and send.
You might have better luck if you joined one of the JAG mailing lists and asked if anyone had the episode on tape and was willing to make you a copy. You'd need to pay for it - usual charge is between $5-$10 to cover the cost of the tape, their time in making the dupe, and postage costs. You'd need to work that out with whomever is making you the copy. There are two JAG lists you could try, both of them at yahoogroups.com.

Your posts will be moderated at first to make sure you are not a spammer, but that shouldn't affect you at all. It's a good group of people, and it's likely you could find what you are looking for.
Another yahoogroups list is the jag list:
http://tv.groups.yahoo.com/group/jag/ Personally, I don't care of this list. You have to fill out a form to join, and the moderators have to "approve" you first. And the moderators on that list are quite interfering. But if all you're looking for is a copy of that episode, you probably wouldn't have much trouble.
I did come across an unknown (to me anyway) group on yahoogroups that is strictly for trading/selling videotapes, and they list JAG as one of the shows their members trade. So that might be the best place to start. I don't know anything at all about that group, but it certainly sounded promising. Here's the URL for that one:
