You can train your Jack Russell puppies ears to fold forward.  Use breath rite nasal strips (or other light weight thin plastic strip) and eye lash glue.  Glue the strip to the underside of the ear horizontally where you want the ear to flop forward.  After wearing the strips to correct the ear position for a few weeks, your dog will keep his ears forward.  They eventually fall out or you can remove them with eyelash adhesive remover.  If the ears start to flop in the wrong direction again, apply the strips again.  Eventually the ear will set in the forward position.  Good luck!

also, they're ears where developed to keep dirt out when they ran animals to ground(in a hole)

I own a Female Labrador Retriever and a Male Jack Russell Terrier & a Boston Terrier, My Jack russell terrier has allergies, My JRT allgery's kick up two/three times a year are requires vet care dring those times with pills/creams/shampoo's diet changes ect.
