Check the vacuum advance. Timing is set at 17 degrees BTDC with the vacuum line un hooked from the distributor and clamped off or plugged. Set the timing to 17 BTDC then re plumb vacuum line to distributor. If still failing to produce power under load then you need to take off distributor cap, use a vacuum tester hooked up to distributor advance diaphragm and see if the control arm moves..if it does then see if it holds vacuum. If either fail you need a new diaphragm unit.
