I just had this same fan problem on my 2000 Jeep GC.  The external relay is reported to be behing the front bumper on the passenger side.  My shop removed the headlight and cut out a piece of the plastic divider under the headlight to get to the relay.  Be careful, there is a relay and lots of wires in this area so don't cut without looking.  It checked out okay and it was my fan that had to be replaced.  He glued that plastic piece back in and replaced the headlight.  Dennis

The relay for the coolant fan on a 1999 jeep g.c is located behind the pss. headlamp or remove the bumper good luck. Jamie.

I have a 1999 Jeep Grand Cherokee Loredo with the same problem, the cooling fan relay seems to overheat and short out. I have had this vehicle for three years and am currently replacing my forth relay. On my Jeep the relay is behind the passenger side headlight,behind the plastic shroud, you may have to cut a hole in the shroud to access the relay. I hope this is helpful?

Not to take away from anything Doug said, I would only add this url/link with pics:

It shows how you can access the fan switch which is mounted under the passenger side headlight assembly on the JGC w/4.0 6cyl (98-00). Some minor cutting of plastic is needed for quick access or you can choose to remove the front bumper instead.

I have a 2001 jeep cherokee and i did find my relay behind the right light it was there!!!!

I have a 1999 jeep grand Cherokee Laredo 4.0 and cooling fan does not work checked the connecter and I see some 1 before me Ran a a wire from fan connecter up behind PDB on passenger fender by battery to a relay with ground on fender and 2 more wires Green coming from the wire loom of PDB I have belt fan but would like the electrical working also the connectors on relay was corroded 2 wires pulled right out of conncters to relay like they didn't even crimp them any idea what wires go where on relay to make sure correct path can be restored as im having engine starts stalls runs 3 -4 seconds dies appreciate any help I can get electrical is my weak point Thx any input is appreciated much Brian
