The answer is no.
The WTBTS is fully aware of this. Here's just one quote from a 1966 article:

When was Satan cast out of heaven?—Rev. 12:1-9.
Although the Bible book of Revelation does not give the precise time of Satan’s ousting, it does mention a series of events that can help us to estimate when he was cast out of heaven
. First among the events is the birth of the Messianic Kingdom. Subsequent to that, “war broke out in heaven,” which led to Satan’s defeat and his finally being cast out of heaven.

Also there is this fact that since the WORLD did not engage in COMPLETE WAR on July 28th 1914. It begs a question when was the official start MONTH of WWI? The simple answer is it's impossible to say.

The assassination of Archduke Francis Ferdinand led to a conflict between nations but not the entire world until 1917 or so - when the United States of America finally declared war on Germany.
Lastly, using the full quote of the suspect article, here's what it said (as you've already quoted)

Based on the subject being discussed, it ask:
"What of this new creation in modern times?"
Answers are: Christ became king, Satan was ousted from heaven which brought "woe for the earth".
What "woe"? In what form?
"in the form of the first world war and its attendant distresses."
Did the "woe for the earth" started precisely in July or October?
Based on the timeline above - depends on how one look at it.
But the fact is: the Year 1914 is a marked year - the end of Gentile times and the start of God's Kingdom to operate in heaven and soon on earth. Matt 6:9, 10.
