Thank you for the question.I guess it was some sort of memorial for him.This man was loved by many of his followers
and his death in 1916 was a shocking blow to them as they all looked up to Pastor Russell.Back in 1916 Jehovah's Witnesses or the Bible Students they were called then haven't yet completely gotten rid of all pagan traits of Babylon the Great so those types of things were still present with them then.This included all the pagan holidays birthdays,etc.So it wasn't considered a wrongdoing for them to construct that type of memorial for him.
