Question
I am troubleshooting a PC where the keyboard and the mouse are not recognized at all.  I see the lights come on indicating it initially receives power and I have tested the power supply.  The odd part is I don't get any error codes or beeps, it just goes to safe mode and boots up.  I put the hard drive in another PC and it booted fine.

Answer
After what you have done, I would suspect a bad PS2 port and/or bad motherboard. You didn't specify any hardware detail so I don't know what you have. Could also be an outdated bios that needs updated. Without kknowing more, it could be any number of things - even bad cables.
